I call this a cake style decoration and have quite a few pieces in this style

Design Details:  Cold hand-painted celluloid dog head with a pink bow

Someone loved this little gem and probably had it in their display cabinet as it is in perfect condition complete with original sticker

A wonderful piece for collectors of vintage games
