It is designed to passively split the L band frequency to multiple devices from a single antenna. In the standard configuration, the J1 port passes DC voltage from a connected device to the antenna or another device up from the splitter. The other port J2 J4, are DC blocked and loaded with a 200 resistor to simulate antenna current draw
