This would have been found on some various smaller Mercury / Mariner outboards from the 80's and late 70's and force ouboards from the 1990's 30hp / 40hp (2cyl / 4cyl) / 55hp (3cyl) / 60hp (3cyl) / 70 (3cyl)

OMC 912094 / 0912094 Shift Interrupter Shaft (Long) This was used on most plates until 1993

Not sure on the actual oil check valve condition
